Because of my extensive knowledge of casino gambling and travel, I am sometimes contacted by other publications to write stories for them.
In early 2005 I was hired to write an article about “The World’s 10 Coolest Casinos” for a major magazine and in that story, I mentioned only four U.S. casinos: Bellagio, Wynn Las Vegas,Foxwoods and Borgata. The other six casinos were in foreign countries and although they weren’t in any ranked order, one casino on the list stood out as the most important to me:Monte-Carlo.
As a kid, growing up in New York, I remember the casino at Monte-Carlo as being the most famous in the world. There were songs and stories written about it; movies were made about it and, ofcourse, there was the famous wedding of American actress Grace Kelly to Monaco’s Prince Rainier which brought even more notoriety to the area.
With such a fabled history, I had always wanted to visit Monte-Carlo and in April, 2007 my wife and I made our first trip there. It’s truly a beautiful area and here are some travel tips forwhen you’re ready to plan your own trip there, plus details on my attempt to “break the bank” at the casino.
Monaco is an independent principality located along the Mediterranean Sea in Southern Europe. Only three miles long by a half-mile wide, it is sandwiched between the French Riviera to the westand the Italian Riviera to the east. It is the world’s second smallest independent state after The Holy See (Vatican) and the population is 30,000, but only 7,000 people, known as Monégasques,are natural born natives.
Many people mistakenly believe that Monaco and Monte-Carlo are the same, but the principality is divided into five distinct districts and Monte-Carlo is but one of them. The other four are:Monaco-Ville, Fontvieille, Moneghetti and the Condamine.
The usual route to Monaco involves flying to Paris and that’s where we started our adventure. While in the “city of lights” you should definitely plan on staying a few days to take in the usualsights: Eiffel Tower, Louvre, Notre Dame, a walk down the Champs Elysées and a sight-seeing boat trip along the Seine.
The Paris subway, known locally as the Metro, is excellent and provides service to most any area of the city. On our arrival at the Charles de Gaulle Airport we took a bus directly into Paris,but after realizing how fast and easy it was to use the Metro, we took it back to the airport when we were ready to leave. Not only was it faster, it was also about half the cost of thebus.
You can save money on Metro fares by buying a pass at the ticket booth at any station. The “Paris Visite” pass entitles you to unlimited travel on the metro, buses and some other local trainlines for your choice of one, two, three or five consecutive days. Along with the pass, you are also given a coupon book for discounts on various attractions.
There are three options for getting to Monte-Carlo from Paris: driving, flying or taking a train. Since we didn’t have a lot of time, the 600-mile drive was out of the question. Nice is theairport closest to Monte-Carlo and an Internet search revealed that Air France offered seven flights each day with an hour-and-a-half flying time and a round-trip fare of $144. The TGV (Train àgrande vitesse), which is a high-speed train that travels at speeds up to 186 m.p.h., was the most intriguing option, but the travel time was still more than five hours and the cost was doublethat of flying.
Upon arrival at the Nice airport, you can take a 45-minute bus ride to Monte-Carlo for $22, or an eight-minute helicopter ride for about $80. In researching our trip on the official Monacowebsite at www.visitmonaco.com I learned that you can buy a one-year membership in Le Club Diamant Rouge deMonaco for $55 and it offers some great values.
Le Club is operated by the Monaco Government Tourist Office and its membership card provides free admission to all of Monaco’s museums, the aquarium and the casino, plus discounts or perks atseveral hotels, spas and other travel service providers. The free admissions alone amount to about $90 in savings, but best of all, card members receive a free helicopter flight from the Niceairport to Monaco and a 20% discount on the purchase of a flight back. There is a requirement that you stay at least one night at one of 10 participating hotels in order to buy the card, butchances are you will be staying at one of those hotels anyway.Mise Maximum Casino Monaco Casino

My wife doesn’t like to fly and we have a close friend who was injured in a helicopter crash, so in planning our trip it was understandable that she was hesitant to opt for the helicopter ride.A friend of hers, however, pointed out that she should look at it as a once-in-a-lifetime opportunity to see a beautiful city from a fantastic point of view and, after giving it much thought,she finally agreed - provided we took the bus back to the airport. I agreed to her request and it’s rather ironic that in looking back on our trip we were in agreement that the helicopterflight was a major highlight and the return bus ride via the mountainous roads was scarier than the helicopter ride!
The visitmonaco.com web site has a wealth of information for visitors and I also found it useful for planning ourhotel reservations. The site breaks down hotels by category, with four star deluxe being the highest and two star being the lowest. I started at the top and visited all five of the four stardeluxe hotel web sites first. The rates started at about $525 per night, but I noticed that one property, Hotel Metropole, offered a special rate of about $320 per night. The rate wasnonrefundable and required a 30-day minimum advance reservation, but the savings were substantial, so I booked it. Everything turned out great as both the hotel and room were beautiful, plusthe service from all of the staff was excellent.
We arrived on Sunday afternoon and were leaving Tuesday morning, so we really didn’t have a lot of free time. Naturally, the casino was the top priority and I had made an appointment throughthe public relations department to meet a representative from the casino for a tour shortly after our arrival at the hotel.

Most people aren’t aware that there are actually five casinos in Monaco (you can access information about all of them at www.casinomontecarlo.com.) and the original Casino de Monte-Carlo is the largest. Just across the street is the Café de Paris, which functions as both a sidewalk cafe andrestaurant, plus the rear of the facility houses the Casino Café de Paris with the area’s largest number of slot/video poker machines: 436.
Three blocks away, in the Fairmont Hotel, is the Sun Casino and about a mile further east, inside the Monte-Carlo Bay Resort, is the Bay Casino which has no table games, just slots and videopoker. The fifth casino, open only during the summer months, is appropriately named Casino d’Été (Summer Casino) and can be found in Le Sporting Monte-Carlo, an entertainment complex housingrestaurants, a disco and a live events center with a retractable roof.
All casinos are owned by the Société des Baines de Mer (SBM) which has been in existence since 1863 and is a publicly traded company with 69% of its shares owned by the Principality of Monaco.Employing more than 3,000 people, SBM also owns and operates five hotels, 30 restaurants, and several other sports club and entertainment venues in Monaco.

After a brief rest in our hotel room we walked three blocks to the main casino and went to the reception desk in the main lobby to ask about meeting our representative. All casino guests arerequired to stop at the desk to show their passport. Part of the reason for the ID check is to make sure you are not a native Monégasque, as they are not allowed into the casino. Guests mustalso be at least 18 years of age and pay an admission fee of 10 Euros (about $14). This is the only casino in Monaco that charges an entrance fee and it seems that many visitors are gawkersrather than gamblers and don’t mind paying the fee.
As a member of Le Club all we had to do was show our membership card and we were given free admission. Guests staying at many of the better hotels in Monaco, as well as previously ratedplayers, are also given free admission.
If you haven’t been to Monte-Carlo, it’s possible that you may have already seen it in a James Bond movie. The casino, as well as Monaco’s main harbor area are shown in the James Bond movie,Goldeneye, starring Pierce Brosnan. The film includes an exterior shot of the casino when Bond arrives in his Aston Martin and he is then shown inside the casino playing Chemin de Fer(Baccarat) pitted against the evil female agent Xenia Onatopp. The main harbor area, Port Hercule, is shown in the next day’s action scene when Onatopp steals a helicopter from a battleshipdocked in the port.
The casino was also featured in Never Say Never Again, starring Sean Connery as James Bond. In one scene the action follows Domino Petachi, played by Kim Basinger, as she plays at a roulettetable. Shortly, thereafter, Bond plays a high-stakes video game against the main villain, Maximilian Largo. Of course, Bond wins, and rather than collecting the $267,000 from Largo, he says“I’ll settle for one dance with Domino.” Connery and Basinger then perform their dance in what seems to be a ballroom, but in reality it is the atrium that houses the reception desk and theentrance into the casino’s gaming floors.
A call from the reception desk to the casino’s marketing department brought the guide for our tour down to the lobby in a few minutes. Her name was Nathalie and her primary job was that of acasino host. Similar to that position in a U.S. casino, her job was to greet players and accommodate their needs. As we walked through various areas of the casino it seemed that she was verygood at her job because she seemed to know many of the players. To communicate with the casino’s international clientele, Nathalie was fluent in four languages and she had no problem switchingfrom one to another when greeting her clients during our tour. I had assumed that most of the casino’s customers were from France, but she dispelled that myth when she told us that “themajority of our customers are from Italy.”
Casino de Monte-Carlo was originally built in 1863 on the site of an olive grove. It was the first casino to be built in Europe and was designed by Charles Garnier, who also designed the ParisOpera House. Nathalie explained that the first room we entered, Salle de l’Europe (European Room), was the original casino when the facility first opened and the other rooms were added on tothe building throughout its 144-year history. The games in this room were all roulette, except for one called Trente et Quarante (30 and 40).

I had read about dress rules being enforced in the casino, with men required to wear jackets and ties, but the crowd in this room was dressed rather casually, including sneakers. I askedNathalie about the dress code and she explained that it only applied for entrance to the casino’s back rooms, called Salons Privés (Private Salons), after 10 p.m. The American Room was the nextarea we visited and it housed all 11 of the casino’s blackjack tables, as well as one craps table.
As we entered the next gaming area, the White Room, it was quickly evident that this room housed all of the casino’s slots and video poker games (about 120 in total). As we checked out theassortment of games, Nathalie pointed out that, “unlike most American casinos, we have large windows to let in sunlight, plus clocks on the walls.” She also let us know that there was one otherarea of the casino with about 60 slots/video poker machines. It was situated directly by the main entrance just before reaching the reception desk so visitors didn’t have to pay a fee to playthe games. An interesting fact is that in the U.S. the average casino makes about 70 percent of its profit from electronic machines, but in Monaco most players prefer table games and only about40 percent of the profits are generated by machines.
The last area of the casino we visited was the Salons Privés. There is another entrance fee of 10 Euros required to enter this area but, once again, our membership in Le Club allowed us tovisit this area at no extra charge. It was about 5:30 on a Sunday afternoon so it was pretty empty, but it was interesting to see these two additional gaming areas which are both named afterarchitects who worked on the casino: Salle Touzet and Salle Medecin.
An interesting part of the Salle Medecin was that it featured Les Privés, a restaurant specializing in French food. Located at the rear of the room, it’s built on a terrace and has largepicture windows showcasing panoramic views of the Mediterranean Sea just a few blocks away.
In one of the gaming rooms there was an antique elevator which served as a private entrance to the Cabaret de Monte-Carlo, a showroom located one floor below the casino. We didn’t get to seethe Cabaret as it’s only open seasonally, but Nathalie did let us take a look into an even more private area of the casino.
“We have four ‘Super Private Rooms’ available for our higher limit players” she said as she proceeded to lead us into one that was discreetly located in the confines of the regular PrivateSalons. After leaving that room, she walked us out some doors and down a flight of stairs that led to a private entrance on the side of the casino. From that spot, we then proceeded to anotherof the special rooms. Evidently, this was the route for the exclusive “high rollers” who didn’t have to bother going through the main reception area. Surprisingly, these rooms were plainlydecorated, but it was a wonderful treat to get access to an area that most visitors to the casino never get to see.
I asked Nathalie about comping programs for players and her reply was that it was similar to U.S. casinos, with different levels of players eligible for varying comps. She said that playerswere rated and given a designated players club card based on their “action.” Crystal was the entry level card which afforded free admission to the casino, followed by Silver, Gold and Diamond.She suggested that anyone wanting more information could send an email to their marketing department at [email protected].
To get a better idea of what betting levels were required for a complimentary room I later looked on the www.montecarlocasino.com web site and saw that a free two-night stay required depositing a minimum of 8,000 Euros ($11,200) with the casino, plus gambling for a minimum of four hours perday with an average bet of at least 100 Euros ($140).
After touring the casino I must say that it was very different from what we have in the U.S. While many American casinos are imploded to make way for a more hip, modern gambling palace, theemphasis here was most definitely on the past. The rooms were all very ornate, with lots of marble, chandeliers, candelabras, mahogany woodwork, stained glass, frescoes, sculptures and manyturn-of-the-century paintings adorning the walls. It was like stepping into a time warp and being transported back 100 years.
Old European elegance was in abundance: from the lavish decor, to the tuxedo-clad croupiers, to the strange and eery quietness. American casinos are usually bristling with loud noises emanatingfrom both players and machines, but this casino was different. Most players were huddled around roulette tables, quietly placing their bets and hardly a peep could be heard from the blackjacktables. Even the lone craps table was deadly silent.
Yes, it was very different, but I liked it and I was ready to try my luck at the tables. Unfortunately, we were exhausted from our trip and I had to put off my play until the next day.
The following morning we slept late and went for a walk to explore the city. We took our map and headed for the city’s main harbor, Port Hercule. From there we headed to the OceanographicMuseum and Aquarium, which was a pleasant way to spend a few hours. There were several other places of interest we wanted to visit, but time was short and we needed to have a late lunch andthen visit the three other casinos.
We chose the Café de Paris for our lunch destination and it is a must stop for anyone visiting Monaco. Situated directly across from the main casino, you can enjoy a cocktail, coffee or lightsnack at this outside cafe while watching the comings and goings at the world’s most famous gaming venue. A major highlight for us was seeing the large collection of exotic cars parked outsidethe casino. There was the usual assortment of Ferraris, Porsches and Lamborghinis, but we also witnessed the arrival of a Mercedes-Benz SLR McLaren. The SLR McLaren is is the world’s fastestautomatic transmission automobile and has a retail selling price of slightly more than $450,000. Upon seeing that fascinating car, I believe I said “that’s a car you don’t see every day,” but Iwas wrong because we did see another one the next day in the window of the local Mercedes dealer. Yes, this was an interesting way to enjoy a leisurely lunch, but of course it came at asomewhat hefty price as we enjoyed a club sandwich priced at $16 (and it only came with three sections instead of four - what did they do with that other section?), plus an $11 bottle ofHeineken beer.
After lunch we visited the other three casinos and it turned out that they all looked very much like their American counterparts. One surprise was that the two casinos with table games offeredonly American-style roulette with double-zero wheels, rather than the single-zero European game found in the big casino.

Why does Chart #2 say to sometimes raise with the hands in yellow, but Chart #1 does not? We have different goals in mind. Using Chart #1, we want to call to encourage additional players to enter the pot. These hands will be immensely profitable when our loose, passive opponents enter the hand, and get trapped when we flop a set, or make a well-disguised straight. When using Chart #2, however, we want to size up the opponents still to act. If they are tight, we can raise. Sometimes, we’ll pick up the blinds. Other times, our pre-flop aggression will allow us to take down the pot on the flop.
What’s the difference between AKs and AKo? AKs means an Ace and King of the same suit. AKo means an Ace and King of different suits.
What are early, middle, and late position? Early Position is generally the first 2 (in a nine player game) or 3 (in a ten player game) positions after the blinds. Late Position is the “cutoff” position (to the right of the dealer), and dealer button positions. Middle Position is everything in between.
How much should I raise? As a general rule, raise 3 to 4 times the big blind, plus 1 extra big blind for every player who has called before you. So if there are 2 callers already, raise between 5 and 6 times the big blind.
What if someone raises after I call? Whether you call the raise depends on how much money the raiser has for you to win, how many other players are involved, and what type of hand you have. As a general rule, if you have a pocket pair, lean towards calling. If there are a lot of other players (and therefore a big pot), lean towards calling. In general, fold suited connectors from early position. Fold hands like KQ that don’t play well against a raiser.
How do I play from the blinds? From the small blind, play the same hands you would play from late position, plus a few more. But don’t call with junk hands like T5o, just because it is “cheap”. From the big blind, if there is a raise to you, play like you would if you had already called from early position.
The chart says to fold KQo to a raise. Really? Yes, this hand performs very poorly against typical raising hands. Against AK, AQ, AA, KK, QQ, you are a big underdog. Other typical raising hands like JJ, TT, 99, AJs, are slightly ahead of you as well. The only time you might call or re-raise is from late position, if the opener was in middle or late position, indicating they might have a wider range of hands.
I was told to fold AJo from Early Position, why do you say to call with it? Folding AJo is not a bad idea in many games. We included it because, at low stakes tables (even tight or aggressive ones), the players are often playing badly enough after the flop that it can be profitable. We used data from millions of hands of low-limit poker to analyze this. The same could be said for KQo, ATs, and KJs – you can make a small profit in the long run at most low-stakes games, but folding would be perfectly acceptable from early position.
Can I use these charts in a NL Hold’em tournament? The charts would be best applicable to the early stages of a NL tournament, when everyone has a deep stack. In the middle and later stages, they should not be used.

Don’t take the starting hand chart as gospel!
Many beginners are encouraged to make use of a starting hands chart (SHC)when first embarking on a poker career. While this suggestion is not without merit, it is particularly important to understand where its limitations lie.Poker Strategy Open Raising Charts
A starting hands chart is very useful as a rough guide for an absolute beginner, but your ultimate goal should be to progress away from this as soon as possible. Poker is a dynamic game; the person who can adjust the most efficiently to the strategy of another is the one who will win the chips in the long run. Playing a static strategy in such a game is going to, at the very least, confine you to mediocrity - if not cause you to become a downright losing player.
Assuming we had a SHC representative of tight-aggressive play, let’s consider some of the situations where we would typically deviate from our ’standard’ open-raising strategy in a 6max game. Casino of the rockies cranbrook bc.Position


This is partially factored into most starting-hands charts. A hand like A8o should be a standard open-raise on the button in many games. A8o from UTG however, is usually going to be trash and is a standard fold.
You should also consider your position relative to other players at the table. If there are fish in the blinds you might choose to open looser from early-position, because if these players call you will have position postflop. If there are loose or aggressive players in position on you, you should often tighten up. Perhaps you are in the CO with a loose-aggressive player on the button, and as a result you should tighten up your CO opening-range.Limpers/Posters
If there are fish who open-limp you can choose to iso-raise a lot wider when you have position. (This is not strictly an ’open’-raise but similar principles apply.) Perhaps you find yourself with a hand you wouldn’t normally open raise with from a specific situation, but playing that hand in position against a fish will likely still be +EV. You can opt to still raise because your objective is to fold out the other players and isolate yourself against the fish.
A similar principle applies if there are posters involved in a hand. You can often raise a little wider seeing as the extra dead-money means you don’t need to steal the pot as often for it to be profitable. Posters will be folding a lot because their range pretty much includes any 2 cards. If you’ve already seen them check, their range becomes any 2 cards they didn’t want to raise!Stack Sizes
This is one factor that is completely disregarded in almost all SHCs, yet is a crucial piece of information in establishing which ranges you want to open.
If we take a very simplified view of the different starting hands we can split them into two categories. Hands which benefit from implied-odds, and hands which suffer from reverse implied-odds.
Hands which benefit from implied-odds: These typically include speculative hands like 78s. These hands don’t have immediate showdown-value, yet they do have some potential to make strong nutted hands a small proportion of the time. It’s important that when you do make a flush/straight/straight-flush that there is enough money in villain’s stack to make it profitable in the long run. In other words, if villain has a very short stack, it can quite easily become un-profitable to play a hand like 78s. Small pockets are also included in this category; normally you won’t want to stack off on the flop, or preflop, but a small proportion of the time, you hope to hit a set and receive a big payout!
The other type of hand, is that which suffers from reverse implied-odds: These are hands with immediate showdown value like AK, or QQ. You have no problem playing these against a shortstack because a large proportion of the time you will either be committed preflop or on the flop. They suffer from reverse implied odds because as the stacks get deeper, you are less happy with stacking off with the type of hands they make, namely big one-pair hands. If your opponent seems extremely happy to get 200BB stacks in, it’s likely that your AK on the K678 is no good; whereas, if villain only has a 25BB stack, it’s a snap-call with TPTK.
The hands in between:
There are some hands that fall in the middle of these two categories, such as QTs. This is both a speculative hand, and a hand that makes weak-top pairs. How you choose to play it depends on the exact circumstances. Much of the time if villain is deep, you will play it as a speculative hand, while if villain is shallow you will play it as a TPGK hand.
General rule of thumb:
As a general rule you want to tighten up your open-raises when shortstacks are still left to act. As the stacks get deeper you can start opening a lot wider with all kinds of speculative hands. (Theoretically when the stacks are super-deep, perhaps 1000bb deep, you can open 27o even if you never steal preflop, because you have sufficient implied odds. In practice you’d only ever do this if you expect to have a huge post-flop edge). You should then be careful playing TPTK/Overpair as the stacks get deeper. Playing AKo 200BB deep, it is likely you will need to employ some pot-control during the hand if you make a TPTK hand. You will also be less comfortable putting yourself in a situation where you need to stack off preflop for 200BB+, even with hands like KK where it might be standard to stack off in a 100BB pot.Open-Raise Sizing

Typically many follow a strategy where they open larger from UTG, and smaller from the Button. This is partially because your UTG open-raising range is typically stronger than your BU opening range. Your UTG open also needs to get through more players, and you perhaps discourage them from calling you in-position with a slightly larger open raise size.Poker Strategy Open Raising Chart Sheet
This is just a generic sizing strategy however, and you should consider making deviations depending on the players at the table. Perhaps you are getting relentlessly 3bet by a certain opponent; you could choose to open-raise smaller so you lose less, make 3betting less attractive for villain, and also make it easier for you to flat-call if you were so inclined.
Or perhaps villain is a huge fish, that plays every hand, but always check-folds when he misses the flop. Why not open-raise large, perhaps 5x or 6x and take it down on the flop? Perhaps villain NEVER folds anything preflop, and you have AA, why not raise to 10x or even more?
Conversely perhaps you are UTG with a suited-connector, and you know that regardless of your raise sizing, you are likely getting called in several spots. So why not open-raise smaller?

A big factor in which ranges you choose to open also depends on any reads you have and also how big your edge is.
It’s often going to be wise to discard any marginal opens if the table is very tough. Certain hands like Axs which you can potentially open UTG in some games, perhaps become standard folds in games where you are going to exploited too heavily by smart opponents with position.
Certain reads may cause you to open tighter/loser, or may also cause you to open slightly different ranges. If you know villain is a postflop calling station, you might want to tighten up your open-ranges. If you know villain will play fit-or-fold on every flop, you can sometimes loosen up quite dramatically.
Perhaps you know villain is 3betting very wide, and then open a certain type of hand with the intention of 4bet-bluffing because it contains certain blockers. The further you can plan a hand before you’ve even open-raised, the more specific you can be about which ranges you want to open.Summary
While SHC’s may be useful tools from a theoretical perspective, and for the use of beginners, there are many aspects of a real poker game that are simply not taken into account, such as stack-sizes and relative position.
In general, the deeper the stack-sizes, the less useful a SHC becomes. A SHC certainly carries a little more relevance when applied to short-stacked play, purely because it is a little easier to say how close a play is to the mathematical optimum, but there are still deviations that could be made depending on who is at the table amongst other factors.A final word While it is fine to use a SHC as a rough guide, it should be the goal of all poker players to eventually deviate from using one, and be able to formulate their own opening-ranges on the spot after considering a number of a factors relevant to the specific game being played.

The word ’roulette’ is french for ’small wheel’. The original roulette game was also known as ’French Roulette’ and it literally took over the European gambling scene in the early 18th century. Today almost all French Roulette tables around the world have been replaced by a European version of the American Roulette.
The American and the European roulette table layouts are practically the same, the main difference is that the European table has one zero position (0) and the American table has two zero positions (0, 00). The other major difference is the sequence of the numbers on the roulette wheel. They are totally different.
The French roulette too has one zero only, but the table layout is slightly different and wider (see picture of table layout below), and there are no individual coloured chips for the players, cash chips are used. Also, a stick is used by the dealer and stickman to announce the winning number, to collect the chips from the table and to pay the winners, which makes the game slower than the American version.
In the American and European roulette individual coloured chips are used for each player and after the outcome the losing chips are collected from the table by hand and the winnings are paid by hand. Play is much faster than the French roulette.
In French casinos ’American Roulette’ means a roulette game with double zeros (0, 00 - on the table layout and on the wheel), the same as used in the USA. The American roulette with one zero (or the European version) is referred to as English Roulette to distinguish it from the double-zero American Roulette and to emphasize that it has one zero only (as used in the UK).
However, in many countries (including the UK) the single-zero European roulette is called American Roulette to distinguish it from the French roulette table layout and for the manner the game is played. In some African countries they call it ’Roulette with French numeration on American table’.
To sum up:
*American Roulette can have a single zero or a double zero, but the manner it is played is the same for both, and play is faster than French Roulette. Apart from the zero positions, the table layout is the same. The other major difference is in the roulette wheel, the sequence of the numbers on the wheel is totally different.
*European Roulette, a term mostly used in the USA, is roulette with a single zero regardless of the table layout, could refer to either the American Roulette with a single zero or to the French Roulette as both use the same type of roulette wheel with the same sequence of numbers.
*French Roulette is known everywhere as French Roulette, has a single zero, a wide table layout and have Stickmen that handle the chips.
* American Roulette in USA casinos and in French casinos is referred to the American Roulette with double zeros (0, 00).
* American Roulette in non-US and non-French casinos (for example: in United Kingdom casinos) is referred to the American Roulette with a single zero. In some European casinos the American single zero roulette is called Fair Roulette.

The table layout on the French version of roulette is different from the American style roulette table shown above. The main difference is in the position of the side bets (outside bets). The side bets on the French table are split in two and run along both sides of the table layout. Each side bet is given its French name and sometimes also its English translation underneath.
Roulette Announced Bets or Call Bets (Used in French roulette tables and in some European casinos with single-zero wheel roulette tables. Common in most UK casinos with single-zero wheel American style roulette tables.)

A Third section of the Wheel bet (Tiers du Cylindre): 6 chips split bets cover numbers from the 33 to the 27 on the roulette wheel, 5/8 + 10/11 + 13/16 + 23/24 + 27/30 + 33/36, each with 1 chip.
Full Orphans bet (Orphelin Plein): 8 chips bet covers 0 + 6 + 9 + 14 + 17 + 20 + 31 + 34, each with 1 chip.
Orphans Split bet (Orphelin Cheval): 5 chips bet covers numbers 6/9 + 14/17 + 17/20 + 31/34, each with 1 chip split bets, and number 1 with 1 chip bet.
Roulite or Roulight table layout
Roulite or Roulight is the modern variety of Roulette. A table game that has been developed in the first instance by specialists at the Wiesbaden Casino, Wiesbaden, Germany.
The game is dynamic and very fast. Players, who like to play sectors and neighbours love it. Bets can only be placed on full numbers (staight up), on two connected numbers (split), neighbours of numbers and sections of the wheel. No outside bets.
La Boule table layout and wheel
Boule or La Boule is a simple and fast game that is similar to Roulette, popular in French casinos and can now be played online.
The game features a table and a wheel with only 9 numbers and 3 different colours. The wheel is spun and a small rubber ball bounces around the wheel before settling into one of the coloured holes to determine the outcome.
Betting will be familiar to Roulette players with the table layout providing a range of betting options. Players can place a bet on Red or Black, Odd or Even, High or Low, or on individual numbers of the wheel. Roulette Table Height Weight
The number 5, coloured yellow, plays in a similar way to the zero (0 or 00) in normal Roulette. You can bet on it like any other individual number, but if the number 5 is spun then only the bets on 5 win and all other bets lose.
Because there are less numbers in Boule, the chances of spinning a 5 are greater than a zero being spun in normal Roulette, which makes the house edge of La Boule higher than Roulette.
If you bet on the winning number then you are paid 7:1, which is the payout for all bets on individual numbers, and 1:1 on all other bets.

Spread-bet roulette is a unique CAMMEGH (cammegh.com) concept adding seven roulette side bets, offering the players the chance to win high payouts with one spin of the wheel (also increased house edge to the casino). How it works: A set of electronic numbers, independent from the roulette wheel numbers, act as a secondary wheel on the electronic billboard display along with a set representing the actual roulette wheel numbers, forming two concentric rings spinning in opposing directions, as shown on the billboard display photo below. Taxpayer-gamblers are not generally aware of the ease with which the IRS successfully counters attempts to offset gambling winnings with gambling losses. Often, gamblers are not concerned about the exact amount of gambling winnings they report, because they believe they have sufficient gambling losses to offset their winnings. The central issue raised by the Service on audit is not always the right to a deduction for gambling losses—allowed by Sec. 165(d)—but taxpayers’ inability to prove the amount of their gambling losses and, in particular, their basis in the losses claimed. The Problem of Gambling Losses
A common scenario involves a taxpayer, as in Norgaard,1 who reports gambling winnings because a Form W-2G, Certain Gambling Winnings, was issued. The fatal step is that the taxpayer dutifully reports the W-2G winnings, but fails to report any other winnings, however small. The IRS, on examination, questions the gambler about the possibility of any other winnings during the period. When the taxpayer admits to other winnings, the Service asserts that whatever the amount of the taxpayer’s losses, they were already used to offset the unreported winnings and, thus, are not available to offset the W-2G winnings. The Tax Court has accepted this position when the taxpayer failed to report gambling income in excess of W-2G winnings. The taxpayer must establish that claimed gambling losses exceed unreported gambling income, to be entitled to a deduction.2Gambling Losses Tax Deductible Australia 2020
When the IRS determines that a taxpayer’s income is incorrectly computed, he or she bears the burden of proving that the Service’s position is erroneous.3 In Mack,4 the Service successfully denied gambling losses, arguing that the taxpayer’s losses were already offset by winnings other than those reported on his return. In Lutz,5 the IRS conceded unproven gambling losses of $43,818.75 to the taxpayers, then asserted they were not entitled to a deduction, because those losses were less than the unreported gross gambling winnings omitted from the notice of deficiency. The court responded that, to establish their entitlement to deduct gambling losses from gross gambling income, the taxpayers had to show that their gambling losses exceeded the $50,995 of unreported gross gambling income not reflected in the notice of deficiency. This approach may save the Service from having to reconstruct a taxpayer’s unreported winnings, which can be daunting.6
A taxpayer’s logical response to the IRS should be to produce his or her books and records regarding the year’s gambling activities, as required by Rev. Proc. 77-29.7 This procedure requires taxpayer-gamblers to maintain an accurate diary or similar record, supplemented by verifiable documentation of wagering winnings and losses. The diary must contain the following information:
1. Date and type of specific wager or wagering activity;
2. Name and address or location of gambling establishment;
3. Name(s) of other person(s) (if any) present with the taxpayer at the gambling establishment; and
4. Amounts won or lost.
For slot machines, the Service further requires that a taxpayer record all winnings by date, time and slot machine number (see Exhibit 1). But because few taxpayers (especially recreational gamblers) maintain convincing records of their gambling activities, they can be left paying tax on their gross W-2G winnings, without any offset for gambling losses. Unreported W-2G winnings can also result in the imposition of penalties and interest.
In Kalisch,8 the taxpayer reported $41,979 in gambling income and claimed offsetting gambling losses in the same amount on his 1981 return. In its notice of deficiency, the IRS accepted the taxpayer’s income figure, but disallowed the deduction for gambling losses, because the taxpayer failed to substantiate them and because he had additional unreported winnings that exceeded his losses for the year. The court rejected the additional-income argument and allowed the loss deduction. Fortunately for taxpayers, the courts do not always agree with the Service’s reasoning. A Growing Problem
What is the potential magnitude of this problem? Should practitioners and their clients be concerned? Part of the answer lies in the growing number of people participating in gambling. In 2000, the U.S. General Accounting Office reported that legalized gambling had spread to every state, except Utah and Hawaii.9 Legalized gambling in the U.S. has seen a steady increase since the advent of Indian tribal casinos and the subsequent legalization of casino gambling by states other than Nevada. Gaming revenue for 2002 totaled $68 billion (up from $30 billion in 1992, or 127%), while in 2003, it totaled $73 billion, rising 7.4% from the previous year.10 Of this total, $40 billion stems from casino revenue.11 In addition, for 2004 (the most recent data available), 1.7 million taxpayers reported gambling winnings to the IRS totaling $23.3 billion. This is up from the 1.5 million taxpayers in 2003 who reported winnings of $19 billion.12 An estimated 86% of Americans have participated in gambling in some form, and 63% reported gambling at least once in the past year.13 The number of individuals visiting casinos in 2003 was 53 million—more than one quarter of the U.S. adult population.14 Tax advisers should assume the same percentages apply to their clients, as gambling cuts across demographic and regional boundaries. As one tax observer recently noted, “Gambling is increasingly looked upon as a legitimate entertainment option akin to sporting events, the theater, and amusement parks.”15 What are the practical consequences of the spread of gambling?
As with other areas requiring recordkeeping (such as automobile mileage and entertainment), clients must be informed of the legal requirements for reporting gambling winnings, even if they erroneously believe they have no reportable winnings or they have sufficient gambling losses to offset them. It is crucial to determine gross gambling winnings and to separately establish the amount and basis for deducting gambling losses. As noted, the IRS wields a powerful argument in its arsenal; taxpayers and their advisers need to be educated.Educating Clients
Education covers two fronts. First, which types or amounts of gambling winnings must be reported? The requirement to report gambling winnings (legal or illegal) at gross, even if the year’s net result is a loss, is not frequently recognized by taxpayers, including recreational gamblers. Gross gambling income is reported on page one of Form 1040, while gambling losses are a miscellaneous itemized deduction (not subject to the 2%-of-adjusted-gross-income (AGI) limit).
Taxpayers often believe their winnings are immune from reporting unless they receive a Form W-2G. In Hamilton,16 taxpayers failed to include $134,041 in lottery winnings in income on the grounds that they were neither professional nor part-time gamblers. The court disagreed, asserting that “an accession to wealth on account of gambling winnings is includable in an individual taxpayer’s gross income whether he or she is a professional gambler, a part-time gambler, or simply a onetime gambler.”
Taxpayers must also segregate winnings from losses to allow proper reporting. In Clemons,17 the taxpayer argued that his $44,833 in gambling winnings need not be included in gross income, because he had sufficient gambling losses to offset them. According to the court, the taxpayer “steadfastly rejects or ignores certain basic principles of the Federal income tax laws.” The taxpayer insisted on netting his winnings and losses and reporting only net winnings on his return.18
Once the need to report gambling, like any other form of income, is established and the corresponding requirement to segregate (as opposed to netting) winnings and losses is acknowledged, the next step is establishing a basis for gambling losses.Tax Adviser’s Responsibility
Tax advisers need to recognize the pitfalls involved in determining the amount of gambling losses available to offset winnings. As most taxpayers do not keep sophisticated books and records of their gambling activity, the tax preparer is in a potentially perilous position when advising a client on documentation requirements for establishing gambling losses. If the taxpayer is reporting Form W-2G winnings (and no other gambling income), a preparer should not take a taxpayer’s word for the fact that he or she suffered sufficient offsetting losses without at least discussing the issue of documentation and the Service’s expectations in Rev. Proc. 77-29. The IRS and the courts, for example, view the documentation required for gambling no differently from that for employee business expenses, charitable donations, casualty losses and medical expenses. In Schooler,19 the court stated that there is no reason to treat taxpayers who claim deductions for wagering losses more favorably than other taxpayers by allowing a deduction for wagering losses when the evidence is inadequate. Calculating Gambling Income
Sec. 165(d) allows a deduction for losses from wagering transactions only to the extent of gains therefrom.20 Gambling winnings are defined in Sec. 3402(q)(4)(A) as proceeds from a wager that is determined by reducing the amount received by the amount of the wager. Literally construed, this means that each pull of the lever or push of the button on a slot machine, hand of blackjack or spin of a roulette wheel is an individual wager that may result in gambling winnings.
The Service’s position is: “a gambling gain is the difference between wagering proceeds received and the amount wagered on a gambling transaction. I.R.C. section 1001(a) defines gain as [the] difference between amount realized and [the] adjusted basis.”21 However, the IRS also admits a problem with the position that the cost of a winning wager should be excluded from gross income. In determining what constitutes a winning wager, it concedes, ’[t]here is a definitional problem of one gambling transaction.” (Emphasis added.) The Service’s guidance continues, “[a]lthough the purchase of a lottery ticket or a bet on a horse race seems to be an individual transaction, one hand of a poker game or one pull of the lever of a slot machine may not be one gambling transaction. This seems to be a factual issue which varies in accordance with the nature of the wager.” In Letter Ruling 8123015,22 the Service stated that a wagering transaction for purposes of withholding taxes is one in which all wagers are identical because bets are placed on the same animal (or team) to win the contest. If the wagers are not identical, there is more than one wagering transaction.
Further, according to the Service, each bet on a different possible winning combination is a separate wagering transaction for purposes of determining taxable income. It is apparent from this that, because each bet on a slot machine is a bet on a different set of contingencies programmed for the machine, each push of the button is a different gambling transaction. While it is clear that there may be a “definitional problem” in determining what constitutes one gambling transaction, it is not obvious that a practical distinction can be established between an individual bet on a horserace and an individual hand of poker, or between an individual lottery ticket purchase and a single push of the button on a slot machine. The key to resolving this issue may reside in application of the constructive-receipt doctrine.Constructive Receipt
Because individuals usually report their income on a cash basis, the constructive-receipt doctrine applies to their gambling transactions, as well as to other accessions to wealth. Constructive receipt means that income occurs when the taxpayer has the opportunity, whether exercised or not, to draw on the cash freely.23 The crux of constructive receipt is essentially unfettered taxpayer control over the time funds are actually received; control is not subject to any substantial limit or restriction. In this respect, gambling is analogous to earning interest on a savings account, but not actually retrieving it.24 The interest (or the gambling transaction winning) is taxable when available for withdrawal; whether one chooses to remove the cash at that point or leave it on account (in the slot machine or on the blackjack table) is irrelevant to its taxability.
Based on this reasoning, each winning or losing wager should constitute a gambling transaction, because a gambler could stop betting after any given wager. Thus, winnings (and losses) should be tracked for each individual bet, not, as many (most) gamblers (anecdotally) assume, on the basis of the day’s (or year’s) final tally. Reporting the outcome of each wager results in reporting gambling winnings at gross—as the law requires—and in an objectively determinable manner (although cumbersome, because of the recordkeeping). Without this interpretation of a gambling transaction, reporting losses separately from winnings becomes subjective and places the taxation of gambling gains effectively at the taxpayer’s discretion.Slot Machine (In-Out) Reports
Exhibit 2 is a sample report issued by casinos to slot machine players who register for the casino’s “Players’ Club” and use the card to record their slot machine play. The Players’ Club cards are magnetic-strip cards inserted by the gambler into the casino’s slot machines, which electronically track the player’s wins and losses.25 Taxpayer-gamblers who frequent casinos will often have this report available in their tax records.26
The win/loss amount is net; its accuracy hinges on several factors. The first is the consistency of the taxpayer’s use of the card when playing slot machines. (If he or she played at more than one casino, was a card used at each? Was the card employed at each machine? Did anyone else use the card?) The second is the taxpayer’s record of cash available before playing the slots, as well as after playing them; the “dollars in” figure includes amounts bet plus amounts placed in the machine’s currency accepter, but does not break them out. If the slot player cashes out the same amount he or she originally placed in the machine (i.e., breaks even), the amounts wagered and won are reliable indicators of gross winnings and wagers (given the above limits). If this is not the case, the win/loss amount must be adjusted by the change in cash position from the beginning of play to the end.27
The columns are calculated as described in Exhibit 3, which includes comparing amounts wagered to winnings and cash at the outset with cash at the end.
Taxpayer-gamblers are sometimes shocked by the numbers presented in the report in relation to their memories of actual amounts wagered. This results in part because “dollars in” represents not only the amount originally placed in the slot machine, but also the cumulative wagers—although the amounts wagered were likely never available to the gambler at any one time.28
Example 1: A gambler placed $2,000 of his own funds into slot machines over the course of a year. These wagers, together with credits from winning bets, generated cumulative wagers of $10,375.75, of which $8,729.50 was derived from winnings ($2,000 was cashed out). The result is a $1,646 net loss; see Exhibit 4.
The “dollars out” column includes winnings plus funds cashed out, if any (not including jackpots, which are paid by hand and reported separately). In this example, the amounts originally deposited in the slot machine plus the amounts wagered exceed the amounts won plus dollars cashed out. When the hand-paid jackpot of $1,200 is subtracted, the loss is reduced to $446.25, as indicated in the report in Exhibit 2.Reporting Losses
The fact that a taxpayer incurred a net loss for a year does not relieve him or her of the obligation to report winnings. In Exhibit 2, the Form W-2G received for the $1,200 jackpot will likely encourage the taxpayer to report such winnings on his return. The Exhibit 2 report states that there was a net loss for the year; this may lead the taxpayer to conclude that a $1,200 deduction in offsetting losses is warranted on Form 1040, Schedule A. This is how the problem of demonstrating a basis for losses arises, because the losses on the report are linked to income that may be unreported.
It is up to the taxpayer to establish the out-of-pocket amount ($2,000 in Example 1). The process of establishing gross winnings requires the taxpayer to prove the amount originally wagered, as well as the funds remaining at the end of a gambling session. The IRS lists bank records as one means of corroborating amounts gambled; thus, taxpayers can accomplish this by making automated teller machine (ATM) withdrawals at the casino and retaining these records. After the amount of the taxpayer’s own funds provided and retained is determined, he or she can establish gross winnings and losses from the in-out report. While it
